ROCKY MOUNTAIN JUNIOR HIGH CONSTITUTION

PREAMBLE

We the students of Rocky Mountain Junior High School, in order to form a more united student body organization, to encourage students to exhibit responsible conduct, to support effective relationships between faculty and students, to generate useful student activities, to promote trustworthy citizenship, and to produce valuable school spirit, do establish this constitution for all the students of Rocky Mountain Junior High School.

ARTICLE I

IDENTIFICATION

Section 1:   The name of the organization shall be: The Associated Student Body of Rocky Mountain Junior High School.

Section 2:   The official school emblem will be the “Grizzly Bear”. Any athletic group or other school sponsored organization will also use the “Grizzly Bear” as their emblem.

Section 3:   The school colors shall be burgundy, black and white and shall be represented as such in school-sponsored athletic events and other organizations where feasible.

ARTICLE II

MEMBERSHIP

Section 1:   Any students, duly enrolled at the school, shall be considered as a full member of the student body.

Section 2:   Members shall have all rights and privileges set forth in this constitution and shall be governed by its limitations.

Section 3:   Persons other than those named above may be granted honorary membership in the student body association.  An honorary member shall be a person who has the rights of a student, though he/she is not duly enrolled in the school. Honorary membership shall be extended to members of the faculty, superintendence, Board of Education, and others designated by the school administration.  The student body officers may also grant honorary membership under the direction of the student body advisor.

ARTICLE III

STUDENT OFFICERS

Section 1:   STUDENT BODY OFFICERS

  1. The officers of the student body shall consist of a President and four Vice Presidents.
  2. All candidates for Student Body office must be from the eighth grade at the time of elections.
  3. The officers of the eighth and ninth grades shall consist of a President and four Vice Presidents and shall be elected to represent each of the eighth and ninth grades. 
  4. Each elementary school that only feeds Rocky Mountain will elect two officers, non-fully feeder elementary schools will be determined based on how many students feed RMJH (up to one or none), or 7th grade elections may be held the first week of school upon administrative discretion.  
  5. The term of office shall be one year. The year shall be considered from the day the student is sworn in until the end of the following school year.

Section 2:   QUALIFICATION FOR OFFICE

  1. Each candidate for any office must be a member in good standing of the Rocky Mountain Junior High School Student Body.
  2. Each student nominated for the office of Student Body President or Vice President must be a member of the ninth grade during his or her term in office.
  3. Each candidate must have an average GPA of 3.0 or better for the first three terms of the year in which they are nominated and no more than 1 “N” per quarter and no “U” in citizenship. All candidates for student office must be approved through grade and citizenship record checks during the third term of the year in which they are nominated. Seventh grade candidates must have a good citizenship and academic record in their elementary school and be approved to run by their teachers.
  4. All candidates must be students with good attendance. A known truancy in the year of nomination or a record of general misconduct in or about the school will bar a student from being nominated for an official position in the student body association, grade, or any other organization not otherwise stated.
  5. Officers shall be willing to assume responsibility, maintain high moral standards and demonstrate good citizenship. He/she will represent the school at all times and their conduct and character shall reflect no discredit to himself or herself or the school. Should a student fail to live up to the above-mentioned qualification, he/she may be removed from office.
  6. Students cannot hold two offices at the same time, ex. Class office – cheerleading.

Section 3:   ELECTION OF OFFICERS

  1. The election for Student Body Office will be held during the fourth quarter. Candidates may not hold the positions of Cheerleader and Student Body Office simultaneously.
  2. The election for ninth and eighth grade officers, affiliate groups and Vice Presidents will be held after Student Body elections.
  3. After Primary elections for Student Body office, the 10 candidates receiving the most votes will move on to the final elections. During the final election, the top 5 candidates for Student Body Officer receiving the most votes will become the elected Student Body officers. The President will be selected from those five after interviews with the Administration and Student Government Advisors.
  4. Primary elections for eighth and ninth grade officers, the 10 candidates receiving the most votes will move on to the final elections. During the final election, the candidate for class officer receiving the most votes will become President, the rest will become Vice Presidents for each class.
  5. Each elementary school that only feeds Rocky Mountain will elect two officers, non-fully feeder elementary schools will be determined based on how many students feed RMJH (up to one or none), or 7th grade elections may be held the first week of school upon administrative discretion. Then 10 candidates receiving the most votes will move on to the final elections. During the final election, the candidate for class officer receiving the most votes will become President, the next 4 will become Vice Presidents.
  6. No electronic communication through any social media or texting can be used during the election by a candidate. If caught prior to the final election, the candidate will be withdrawn from the election. If caught after a final election, they will be withdrawn from the office they were elected to.

Section 4:   OATH OF OFFICE

  1. The oath of office shall be administered to the elected officers of the student body association.
  2. The oath: I, ______________ holding the office of _______________, do promise to uphold the constitution, to set a high standard and example for the student body of Rocky Mountain Junior High School, and to do my best to perform the duties of my office.

Section 5:   DUTIES OF OFFICE

  1. The Student Body President shall preside over all meetings of the Student Council, conduct assemblies, work with all affiliate groups and their programs to see that they develop student morale, and encourage full student support. The President shall represent the student body before the public either personally or through others.
  2. The Student Body and class Vice President shall officiate in the absence of the President, execute other duties delegated by the President, keep the minutes and other records of the Student Council, compile a historical account of the year’s proceedings, and fulfill any other duties deemed necessary.
  1. If a President vacates his/her office, the Vice President will become President and fulfill the remainder of the term of office. The Vice President taking over must be approved by the Student Body Advisor, Standards Committee and must be ratified by two-thirds vote of the Student Council. If an affiliate officer vacates his or her office, the Student Body Officers under the direction of the advisor will appoint someone to take his or her place.

Section 6:   STANDARDS FOR ALL ELECTED OFFICIALS

  1. All officers will maintain a GPA of 3.0 and no more than one “N” per quarter and no “U”s during the year in office. Grade and citizenship standard checks will be done at midterm and term end reporting periods.
  2. Any drop in the above grade or citizenship standards by an individual officer at a term’s end will result in probation for that officer. The term of probation will be set by the Student Body Advisor and the Standards Committee.  Such flagrant misconduct includes, but is not limited to, truancy, cheating, fighting, theft, vandalism, possession of weapons, and use of alcohol, tobacco, or illicit drugs.
  3. A second incident by an officer of low standards in grades, citizenship, or conduct will result in automatic removal from office.

Section 7:   REMOVAL FROM OFFICE

  1. The Standards Committee with the Student Body Advisor shall decide when an officer is to be removed from office.
  2. The Standards Committee shall consist of the Vice Principal and at least two faculty members.

ARTICLE IV
STUDENT COUNCIL

Section1:  MAKE UP OF THE STUDENT COUNCIL

  1. The five Student Body Officers.
  2. The President, Vice Presidents of the ninth, eighth, and seventh grades.
  3. The President of all affiliate groups if established.
  4. The PTSA Student Representative appointed by the principal.
  5. The Head Cheerleader.
  6. Others as invited by the Student Body President and Advisor.

Section 2:  MEETINGS

  1. The Student Council will meet on a regular basis for leadership instruction, coordination of all school activities, and encouragement of desirable attitudes among the student body. All organizations serving on the Student Council must first announce and coordinate their activities with these meetings.

Section 3:  POWERS

  1. The Student Council has the power to promote service and activities outside the school which will better the school and community.

ARTICLE V

AMENDING THE CONSTITUTION

Section 1:  PROCESS OF AMENDING THE CONSTITUTION

  1. Any student in good standing can initiate an amendment to the constitution.
  2. The Student shall submit the amendment to the Student Body President in writing.
  3. The President shall in turn refer the amendment to the Student Government Advisor to determine if the proposed amendment conflicts with district or school policy.
  4. If it is in conflict, the President shall refer the amendment back to its originator with the explanation.
  5. If it is not in conflict, the President shall appoint a committee to:
  6. Draft the amendment in proper form.
  7. Hold hearings.
  8. Report the amendment back to the Student Council with or without recommendations.

Section 2:  PASSAGE OF THE AMENDMENT

  1. Upon passage by the Student Council, the amendment shall be submitted to the Student Body by secret ballot.
  2. Ratification of the proposed amendment will require a two-thirds vote of the membership of the Student Council, and a Ratification of the proposed amendment will also require a two-thirds vote of the membership of the Faculty Senate (Department heads, Administration, PTSO President, and SBO President).

PARLIAMENTARY AUTHORITY

Section 1:  ROBERT’S RULES OF ORDER REVISED

  1. Robert’s Rules of Order Revised shall be the parliamentary authority for the association on all questions not covered by the constitution, or such standing rules as the “Grizzlies” may choose to adopt.[i]
